2. - Graduate profile and learning objectives
a) - The institution defines the learning objectives of the study programme such as student's abilities at the time of completion of the programme and the main learning outcomes.

The doctoral study programme in Commercial Law and Financial Law is identical in content to the areas and scope of knowledge, skills, and competencies required for a graduate of the study programme according to the National Qualification Framework SKK-8.


The previous successful completion of a master's degree in law is the prerequisite for graduation from this study programme.


Graduate knowledge

The graduate knows the scientific methods of basic and applied research in legal sciences, which serve as a foundation for conducting research and development and creating new scientific knowledge in the field of study of law. In addition, the graduate understands the specificities of commercial and financial regulation.

The graduate has a systematic, coherent, and comprehensive body of knowledge in the field of commercial and financial law in the following sub-areas, such as the status of commercial companies, commercial obligations, securities, public regulation of business, insolvency law, financial law, tax law, economic law, and related disciplines, including knowledge and understanding of the relationships between them, as well as to other parts of the field, especially civil law.

The graduate also has a deep understanding of the theories, sophisticated methods, and procedures of science and research at a level corresponding to international criteria.


Graduate Skills

The graduates can analyse, synthesize, and compare legal institutes in commercial and financial law to apply them more effectively in the legal order. They use their theoretical analysis findings and comprehensive scientific research to solve the sector's problems. They can propose, validate, and implement new scientific knowledge based on their outputs and results. They can identify deficiencies, offer solutions to them by methods of interpretation or law-making and compare the current state of knowledge in the field of commercial and financial law with the legal systems of other countries or with the legal science doctrine of other countries.

The graduates can actively acquire new knowledge and information, critically analyse and review it and use it in theory and practical applications to develop commercial and financial law. They can apply and creatively improve and elaborate ideas and research, development, and innovation procedures in the area and create new ones. They can also identify global scientific and innovative trends in the field and related disciplines and use them within the field, integrating knowledge from different areas.


Graduate competencies

The graduates have independent critical and analytical thinking, which they apply in changing social conditions. They independently present research and development results in business and financial law to the professional community in the Slovak Republic and abroad. They can determine the research focus and coordinate a team in the relevant scientific field. They acquire the ability to act scientifically and pedagogically at the required methodological level in law.

The graduates can plan and initiate the solution of complex problems/projects, including formulating objectives, means, and methods in the development field. They can assess and modify their professional activity in a broader context, considering the long-term impact in the area. Regarding social, ethical, environmental, and other criteria, the graduate is ready to formulate information on the outputs and conclusions of scientific, research, and development work at the international level and manage large-scale research tasks and teams.

3. - Employability
a) - Evaluation of the study programme graduates employability.

The applicability of graduates of the law study programme can be evaluated, e.g., through the portal uplatnenie.sk. According to the latest information, as of June 30, 2020, the total number of graduates of the study programme in 2019 was 6. All graduates have been employed, are active in the field, and work in education, public administration, and professional and scientific activities.

The study programme prepares employees primarily for scientific research and pedagogical activities, who are thus mainly applicable in the sphere of higher education, science, and research (the Slovak Academy of Sciences), or central government bodies in the development of legislation, as well as in senior management positions in the private and non-governmental sector.

c) - Evaluation of the study programme quality by employers (feedback).

The Faculty of Law of MBU has long been striving for active cooperation with employers, seeking to obtain the necessary feedback. The feedback is mediated by the academic community and the members of the academic bodies of the Faculty and the University, who are active in application practice, including external assessors of the internal quality system (judges, prosecutors, lawyers, notaries, etc.) and members of the Council for the Internal Quality System of the Faculty of Law, who are the representatives of the critical legal professions.


The signed cooperation agreements are the proof of the positive evaluation of the quality of the programme - e.g., the agreements with the Regional Court in Banská Bystrica, the District Prosecutor's Office in Banská Bystrica, the District Court in Banská Bystrica, the Supreme Court of the Slovak Republic, the General Prosecutor's Office of the Slovak Republic. In addition, the faculty is a regular creator of requested opinions and analyses for the Supreme Court of the Slovak Republic in the framework of unification of case law, public authorities, and local governments (e.g., the City of Banská Bystrica, Banská Bystrica Self-Governing Region, Žilina Self-Governing Region, etc.).

4. - Structure and content of the study programme
a) - The institution describes the rules for the design of study plans within the study programme.

The study programme provides a prescribed composition of courses divided into compulsory, compulsory optional, and optional courses. These subjects complete the graduate profile according to the student's preferences. The compulsory courses also include state examinations.


The following rules apply to the development of the recommended curriculum:

  • The credit evaluation of courses is based on the time intensity of the student's work. In the full-time form of study, the usual range of 1800 hours per academic year is required; in the external form of study, 1440 hours per academic year is required. The range includes independent research and creative activity, representing an average of 30 hours per 1 credit.
  • The credit allocation reflects the student's time required to achieve the prescribed learning outcomes.
  • The schedule and content sequence of the courses in the recommended study plan is set so that by completing it, the student achieves the required knowledge, skills, and competencies.
  • Profile courses are defined only from the compulsory and compulsory optional courses.
  • Credits for profile courses are generally higher than for non-profile ones.
  • The proportion of credits for profile courses is at least 1/2 of the total number of credits for compulsory courses.


According to the Study Regulations of MBU, the student's study plan determines the schedule and content sequence of courses. Therefore, for the study programme, the Faculty of Law MBU has chosen a recommended study plan designed so that by completing it, the student meets the conditions for successful study completion within the standard length corresponding to the study programme. b) - The institution compiles the recommended study plans for individual study paths.

Regarding international and national standards, Doctoral studies at the faculty in the relevant field of study are monitored and evaluated by the Doctoral Studies Committee by Section 54 (17) of the Higher Education Act: https://www.prf.umb.sk/studium/doktorandske-studium-8769/odborova-komisia.html.


Doctoral Studies Committee:

  1. Approves the individual study plan of doctoral students.
  2. Periodically, once a year, evaluate the fulfillment of the doctoral student's study plan in the relevant study programme based on the doctoral student's annual evaluation submitted by the supervisor.
  3. Discusses and approves a change of supervisor if a doctoral student or supervisor requests a change of supervisor.
  4. On the supervisor's proposal, it discusses and approves the opponent of the dissertation project.
  5. Based on a doctoral student's request for permission to defend their dissertation, it discusses and approves the supervisor's proposals for dissertation opponents by Directive No. 7/2021 on Doctoral Studies at the MBU (Article 16, point 2.).
  6. Discusses and approves the composition of the dissertation defence committee by Directive No.7/2021 on Doctoral Studies at MBU (Article 16, point 2.).
  7. Discusses and approves dissertation topics for the following academic year.
  8. Discusses and approves the chairperson and the doctoral entrance examination committee members.
  9. By September 30 of the relevant calendar year, it discusses the written report on all dissertation defences held during the past academic year, indicating the name of the doctoral candidate, the title of the dissertation, the title of the study programme, the opponents of the dissertation, the chair and members of the dissertation defence committee, the date of the dissertation defence, the result, and the overall outcome of the doctoral study of the doctoral candidate.
  10. By September 30 of the relevant calendar year, it discusses a written report on the results of the admission procedure for doctoral studies.
  11. It shall discuss other matters related to doctoral studies by its chairperson.
  12. Discusses written materials for individual doctoral study programmes and, in the event of a finding of non-compliance with the standards, propose measures to remedy the identified deficiencies and formulate recommendations.
  13. Doctoral Studies Committee may, by resolution, decide that any of the powers of the Doctoral Studies Committee under this Article shall be exercised by the chairperson or any other designated member. In such a case, the Doctoral Studies Committee shall also determine the conditions under which the delegated competence is to be exercised.

The recommended study plan is a part of the internal accreditation file of the study programme as Annex No. 12 of the MBU Directive No. 1/2021.

The recommended study plan includes the titles of compulsory courses and compulsory optional courses, the credit provision of the system, the primary learning activities and their hours' requirements, the recommended semester, the student's workload in hours, and the course teachers. In addition, all course information sheets include course objectives and learning outcomes, course identification data, midterm, and final course evaluation rules, literature, and distribution of time load between methods of learning activities. The information sheets are available in the academic information system AIS2, which is accessible only to students and teachers with an assigned access name and password. In aligning the curriculum with the Slovak Accreditation Agency for Higher Education standards, the information sheets and the recommended study plans are part of the internal accreditation file.

d) - The institution states the number of credits, the achievement of which is a condition for proper completion of studies and other requirements that the student must meet within the study programme and for its proper completion, including the requirements for state examinations, rules for re-study and rules for the extension, interruption of study.
Doctoral studies are conducted according to an individual study plan under the guidance of a supervisor. Doctoral studies are carried out according to an individual study plan drawn up by the supervisor in cooperation with the doctoral student (Annex 1 - Doctoral Student's Individual Study Plan). The doctoral student's study plan is approved by the Doctoral Studies Committee and signed by the doctoral student, the supervisor, and the head of the training institute. The individual study plan is part of the doctoral student's file at the relevant department of the faculty. Doctoral studies in full-time or external form consist of research and a scientific part. The study part of the doctoral studies consists mainly of lectures, seminars, and individual analysis of literature necessary in terms of the dissertation's focus. The study is carried out under the guidance of a supervisor by the study plan. The study part of the doctoral studies is concluded by passing the dissertation examination, which is a state examination. The doctoral student's study plan lists the courses to be taken by the doctoral student. The supervisor proposes the selection of compulsory optional and optional courses in cooperation with the doctoral student. The doctoral student may choose optional courses from the courses offered in the third-cycle study programmes at all faculties of the MBU. The doctoral student's study plan also includes the planned dates of completion of the study obligations and the date of the dissertation examination. The study part of the doctoral student's study plan also includes the performance of teaching activities or other professional activities related to the teaching activities of postgraduate students in the full-time form of study. The maximum duration of teaching activities is 4 hours per week on average per academic year in which the teaching takes place. The teaching and other professional activities of a doctoral student in full-time study are determined in the legally established scope after consultation with the supervisor by the head of the training institution or a person authorized by them. The training institution must provide the Faculty with the premises and conditions for the doctoral student's preparation for teaching activities. This obligation does not apply to a student in the external form of postgraduate studies and to a student who has exceeded the standard length of study in the full-time study programme. The scientific part of doctoral studies consists of individual or team scientific work. The scientific work includes the essential tasks relevant to the content and the procedures for solving the problems set in the dissertation topic. The outputs of the scientific activity are to be demonstrated by the doctoral student at the required level of creative activity imposed by the relevant standards for the study programme. The doctoral student's scientific programme includes written work for the dissertation project, elaboration of the dissertation, active participation in conferences, symposia, student scientific activities, seminars, and other professional events, as well as publishing and research activities indicated by the recommended study plan for the given study programme. In addition, the doctoral student must demonstrate the results of the scientific work by documenting the annual presentation of partial outcomes of scientific work. The quality of the doctoral student's publication outputs must meet the requirements defined in the approved recommended study plan for the study programme. As part of the doctoral student's recommended study plan, the Methodology and Ethics of Scientific Work course is part of the study curriculum. The doctoral student's study plan is controlled annually during the doctoral student's annual evaluation. The doctoral student must undergo a yearly review of their studies at the doctoral student's training institute within the time limits specified in the individual study plan. The departmental committee shall comment on the doctoral student's annual evaluation, assessing whether the student has fulfilled the obligations set out in their study plan and subsequently recommend whether to continue their studies, respecting Article 7 of this Directive. At the annual evaluation, the supervisor shall submit to the Dean an assessment of the doctoral student's fulfillment of their study plan with a recommendation to continue or not to continue their studies. The recommended study plan consists of a study and a scientific part. The study and scientific parts of the study programme are mutually irreplaceable. Therefore, a doctoral student is obliged to obtain 60 credits for the study part and 120 credits for the scientific part of a three-year full-time and four-year external study programme and to get 80 credits for the study part and 160 credits for the scientific part of a four-year full-time and five-year external study programme during their studies. In the first year of the doctoral programme, the full-time student shall enrol in courses from the study part and activities from the scientific part totalling at least 60 credits. An external doctoral student with a standard duration of 4 academic years shall enrol in courses totalling at least 45 credits. A stan expectation of 5 academic years shall enrol in courses totalling at least 48 credits. Enrolment in the second year of full-time study is subject to the completion of at least 40 credits at the standard 3-year and 4-year lengths; the external study is subject to the completion of at least 30 credits at the standard 4-year size and 32 credits at the standard 5-year length. In the final year of doctoral studies, a student may enrol for a smaller number of credits if this number of credits is sufficient for completing the doctoral studies. In one year of full-time study, a student may enrol in courses totalling no more than 90 credits and in external study no more than 72 credits. The maximum number of credits per academic year in the full-time and external study does not include credits for repeatedly enrolled courses and credits for courses which, after enrolment, are recognised based on the student's successful completion of them during previous studies. The study part of the study programme consists of compulsory courses, compulsory elective courses, and elective courses. The conditions for completing the classes, including the number of credits awarded, are included in the information sheet. Full-time doctoral studies include the performance of teaching activities or other professional activities related to teaching activities for a maximum of four hours per week on average per academic year in which the teaching takes place. If a doctoral student does not complete a compulsory course, they can enrol in it again as part of the current degree programme. After a second unsuccessful attempt to pass a required course, the student is withdrawn from the study. If a doctoral student enrols in and fails a compulsory optional course, they must enrol in it again or choose another compulsory optional course instead. After a second unsuccessful attempt to take the selected compulsory optional course, the student is expelled from the study. However, exclusion from the study for repeated failure to pass a compulsory optional course does not apply if the student has already obtained the specified number of credits for the compulsory optional courses as part of the study programme. A doctoral student may re-enrol in an optional course or enrol in another one. However, if the student has achieved enough credits for the optional courses, they do not need to enrol in another optional course. All courses that a doctoral student enrols in (compulsory, compulsory elective, elective) and does not request their withdrawal within the time limit specified in the study schedule of the faculty at which the doctoral study is being conducted for the academic year in question shall become compulsory for the student. Their grade shall be counted in the weighted grade point average. This provision also applies if the student takes any of the registered elective courses to achieve the required credit total. If a student chooses to take another elective or required elective course in place of a failed elective or required elective course, the rule of being able to take each course twice is maintained. Checks on the fulfilment of the conditions for advancement to the next year of study in AiS2 are carried out by the relevant faculty department after the end of the period for the completion of study obligations according to the academic year schedule. If a doctoral student has not fulfilled the conditions for advancement to a higher year of study by their study plan, they will be withdrawn from the study. The number of credits in the study and research part of the study programme shall be proposed by the person with principal responsibility for the implementation, development, and quality assurance of the study programme. The proposal for the study programme, including the study plan to be implemented at the faculty, shall be discussed by the faculty's scientific board (Section 30(1)(c) of the Higher Education Act). The number of credits for the dissertation's defence, considered a state examination at MBU, is 40. The assessment reflects the quality of achieved knowledge or skills set by the course, as stated in the course information sheet. Each course of the study and scientific part of the doctoral studies, the completion of which is assessed, has several credits assigned in the study programme, which the student will receive after its successful completion. A doctoral student has passed a course if they have enrolled in it and has been awarded a grade from A to FX or has received a pass or fail grade. The student has completed the course and received credits if their results have been graded in a grade from A to E or received a passing degree. The grades in the scientific part of the PhD student's programme of study are recorded in AiS2 by the student's supervisor. The results of the assessment of the courses of the study part are recorded in AiS2 by the teachers.
e) - For individual study plans, the institution states the requirements for completing the individual parts of the study programme and the student's progress within the study programme in the given structure:

number of credits for optional courses required for the proper completion of studies/completion of a part of studies: A minimum of 9 credits according to the selection of optional courses of the study part

number of credits for the final thesis and the defense of the final dissertation required for the proper completion of studies: Final thesis and the defense of the final dissertation – 40 credits.

f) - The institution describes the rules for verification of learning outcomes, students assessment and the possibilities of appealing against the assessment.

The rules for the verification of learning outcomes and the evaluation of students, and the possibilities of corrective procedures are defined in Article 7 of MBU Directive No.7/2021 on Doctoral Studies, as well as in Article 4 of MBU Directive No.10/2021 on the Foundation of Doctoral Study Committees at MBU.


The methods of verifying the achieved learning outcomes, criteria, and conditions for passing individual courses are specified in the course information sheets of the study programme and communicated to students at the beginning of the relevant semester.


The students' verification and evaluation results are published in the academic information system. In addition, at the student's request, the instructor must provide the student with feedback on the evaluation result.


A student who has demonstrably cheated in the performance of their coursework shall be graded FX(1)-insufficient. Cheating in a course-required task is considered a disciplinary infraction.


Students who have not earned credits for a course in the regular term are entitled to a second examination. If they did not attend the regular or a second examination for objective reasons accepted by the examiner, they have the right to register for another one of the announced terms. If the student fails to pass even the second examination, they may re-enrol in the course in the next year of study in the same semester, again with one regular and one second examination, provided they have met the criteria for enough credits. Failure to pass the reenrolled (carry-over) course will result in dismissal from the course for failure.


For serious health or personal reasons, students who cannot carry out their study obligations on the specified date may carry them out on another selected date based on an agreed written request.

g) - Conditions for recognition of studies or a part of studies.

By Art. 16 of the Study Regulations of the Faculty of Law MBU, the Dean of the Faculty decides on the recognition of courses or transfer of credits and assessments on the proposal of the Vice-Dean for pedagogical activities by the internal regulations of the faculty. The completion of a system within the framework of student mobility, to which the faculty have sent the student, is recognised based on a transcript of the results of studies. In contrast, this transcript becomes part of the student's study documentation. A student who has enrolled in the same study programme after interrupting their studies shall be credited with all the study requirements carried out before the interruption of their studies.


If a student has dropped out of a previous study of the same degree at the faculty for failure to fulfil the obligations, he applies for recognition of the fulfillment of the study obligations upon re-admission to the study of the same program. In that case, the following rules shall be followed:

  1. within three years from the date of graduation, the dean may recognise all completed study requirements corresponding to the study requirements of the student's current programme of study,
  2. after more than three years from the date of completion of studies, the dean may only recognise the fulfilled study obligation with the consent of the head of the relevant department providing the teaching of the subject in question.


The study obligation may be recognised only once. Application for recognition of study obligations for the current academic year shall be submitted with the statement of the head of the relevant department. The student shall submit the application in question to the study department of the faculty by the end of the teaching part of the winter semester of the academic year in question. Applications submitted after this deadline shall not be considered. A student whose study obligations performed during the previous study at the faculty are recognised after readmission to study may be allowed by the dean to enrol in a higher year of study based on a written application. Supporting student participation in mobility is one of the strategic priorities of MBU in the field of internationalisation. Adherence to academic ethics is one of the fundamental rules of study that is emphasized throughout their studies. MBU has developed and published a Student Code of Ethics, which is posted on https://www.umb.sk/univerzita/univerzita/ouniverzite/akademicka-etika-umb/eticka-komisia/eticky-kodex-studenta-umb.html.


Article 18 (7) of the Study Regulations of the MBU stipulates that cheating in the performance of study duties is considered a disciplinary offence. In case of a breach of academic ethics, MBU has established procedures for dealing with it, both in the MBU Study Regulations and the MBU Disciplinary Regulations. The Faculty of Law MBU deals with disciplinary offences. The Ethics Committee of the MBU was established at the MBU to address issues and problems related to the observance of academic ethics by both employees and students. MBU and its components provide reasonable accommodations and support services to applicants and students with specific needs, thus creating an environment for equal opportunities to study at MBU. 8. - Spatial, material, and technical provision of the study programme and support
a) - List and characteristics of the study programme classrooms and their technical equipment with the assignment to learning outcomes and courses (laboratories, design and art studios, studios, workshops, interpreting booths, clinics, priest seminaries, science and technology parks, technology incubators, school enterprises, practice centers, training schools, classroom-training facilities, sports halls, swimming pools, sports grounds).

The Faculty of Law MBU uses the premises of Matej Bel University in Banská Bystrica, Komenského 20, 974 01 Banská Bystrica, to provide the study programme.


There are lecture rooms with a total capacity of 488 seats, 11 classrooms with a full capacity of 408 seats and a hearing room with a capacity of 40 seats. These rooms are used to implement the pedagogical process, during which a data projector and a screen can be used. The hearing room is modelled on the hearing rooms in the general courts and is used for simulated hearings in clinical subjects. Distribution of the total capacity of the lecture rooms.

b) - Characteristics of the study programme information management (access to study literature according to Course information sheets, access to information databases and other information sources, information technologies, etc.).

The faculty's equipment is at an excellent level. The premises of the faculty have undergone substantial modernisation. All classrooms and offices are equipped with Internet access. In the corridors, there is the possibility to connect to the Internet via WI-FI. The individual departments are equipped with computer technology, where Internet access is provided. A data projector and a computer are available in all teaching rooms. There are 27 data projectors, 79 personal computers, of which 26 are laptops and one tablet (66 in the pedagogical process, 13 in the administration), and 47 printers (28 laser printers, 19 multifunctional devices).


Information television sets on which current announcements for students and staff of the University are published are located on the first floor. There are 120 terminals in the classrooms. Self-service photocopying facilities are available for students.


Library services for the study programme are provided by the University Library of the MBU (from now on referred to as UL) at the central locations at Tajovského 40, in the University Study Room at Tajovského 51 (student dormitories are located at Tajovského Street), in the Law Study Room at Komenského 20 and through four sub-libraries in the departments of the Faculty of Law at Komenského 20. In addition, the students of the Faculty of Law can visit other study rooms at the University. The collection includes study literature, textbooks, scientific and professional monographs, handbooks, dictionaries, etc., from all scientific fields that are the subject of study at the UL and are continuously updated.


The University Library subscribes to 248 titles of periodicals, of which 116 are foreign. In addition, UL provides access to licensed foreign electronic scientometrics (Web of Knowledge, Scopus) and scientific databases (the field of law is represented in EBSCO, ebrary, ProQuest Central, and SpringerLink). Electronic databases and free resources on the Internet (for lawyers: zbierka.sk, EurLex, etc.) can be accessed from all PCs in the university network and remotely. In addition to absentee borrowing, access to literature in study rooms and access to e-resources, the University provides consultation, research, photocopying, printing, and scanning services. In the University Reading Room at Tajovského No 51, there are approximately 1000 documents in the collection in the field of law and related disciplines. EU documents are also available to users. The study room is equipped with 12 PCs, an Internet connection, and multifunctional equipment for the printing, scanning, and copying. In the Law Study Room at Komenského 20, the collection contains more than 2,000 documents focusing on law and related disciplines. The group is regularly supplemented by publications issued by the Faculty of Law of the MBU. In addition, 23 titles of periodicals in the field of law, such as Bulletin of the Slovak Bar Association, Justice revue, The Legal Horizon, From judicial practice, Bulletin of Advocacy, Jurisprudence, Criminology, Commercial Law, The Lawyer, Law and Family, Revue of Church Law, Administrative Law, Criminal Law Review, Criminal Law Review, and Criminal Law, are available in the study room. It is equipped with 3 PCs with an Internet connection, a data projector and a multifunctional device for black-and-white copying, printing, and scanning.


There are a total of 594 documents in the four sub-libraries at the departments of the Faculty of Law MBU at Komenského 20. The department's teachers and students use the partial (departmental) libraries. Their collection's focus corresponds to the theoretical interest of respective departments.


Students have adequate access to information technology. If necessary, they can access an ICT technician and the helpdesk website (https://helpdesk.umb.sk/), where they can find general information, instructions, and procedures for user accounts, Office 365 accounts, AIS2, LMS Moodle, internet and WiFi access in the faculty and dormitories, and student ID cards.


Students have access to the timetables in the AIS2 system, through which they register for final and midterm exams and receive midterm and final assessments. Lecturers communicate with students via their student mailboxes or through the possibility of sending mass mailings via AIS2 or the relevant course in LMS Moodle.


Based on cooperation with external suppliers, students have free access to the databases judikaty.info (Judikáty, s.r.o. Snina), epi.sk (Poradca podnikateľa, s.r.o. Žilina), aspi.sk (Wolters Kluwer SR s. r. o., Bratislava).

c) - Characteristics and extent of distance education applied in the study programme with the assignment to courses. Access, manuals of e-learning portals. Procedures for the transition from contact teaching to distance learning.

Distance education is a form of guided independent study used by the Faculty of Law for full-time doctoral education. It includes the implementation of online lectures, seminars, and consultations, online student assessment, the use of electronic study materials, presentations, and interactive elements, as well as feedback tools in the form of questionnaires and surveys.


The essential tools of distance education used by the Faculty of Law include MS Teams and the Virtual University of Matej Bel (available at: https://lms.umb.sk/) through the LMS Moodle system, which has been specially developed for the creation of learning systems and ecourses on the Internet. Furthermore, smooth communication between the teacher and the students of the Faculty of Law is ensured using school mailboxes. With these tools, the faculty aims to provide interaction between students and course materials.


Distance education is carried out according to the approved timetable, available to students through the academic information system AIS2 and on the faculty's website.


The MS Teams application is mainly used for online teaching of lectures and seminar exercises of individual subjects and maintaining oral communication. Each teacher and student log in exclusively through their university user account. The student is also entitled to use the online tutorials published by each teacher through the MS Teams application. A detailed and precise manual for this application has been prepared for students and lecturers, also in the form of video tutorials, which is available on the university website at the following link: https://helpdesk.umb.sk/category/sk/12.


In addition to the Microsoft Teams application, teachers also use the LMS Moodle system in teaching the course, especially for sharing information in writing, presentations and other study documents, assignments in seminar exercises, and the implementation of assessments in the interim and final written evaluation. In the LMS Moodle system, the teaching is realised through eCourses, provided by a given department to ensure the teaching of compulsory, compulsory elective, and elective courses. Access to the portal is possible using the access data used by students and teachers to access the AIS2 system. The Faculty of Law already has the systems and support to handle e-learning, so the transition to distance learning may occur without difficulties if needed. Lecturers also use elearning tools during face-to-face teaching to enrich and extend learning opportunities and forms. E-learning tools are used, for example, to assign tasks, publish PowerPoint study presentations or other study materials, or prescribe required or recommended literature for individual study.

d) - Institution partners in providing educational activities for the study programme and the characteristics of their participation.

The faculty actively cooperates with external partners in the application sphere within the study programme. The cooperation is manifested in the lectures and exercises, which are partly led by representatives of the application sphere - lawyers, judges, and executors.


The partnership is further realised in internships and excursions (Banská Bystrica District Court, Banská Bystrica Regional Court, Banská Bystrica Regional Prosecutor's Office, Supreme Court of the Slovak Republic, Supreme Administrative Court of the Slovak Republic). Several representatives of these organisations (e.g., the District Court of Banská Bystrica, the Regional Court of Banská Bystrica, and attorneys from the City of Banská Bystrica) participated in the development of the study programme.


The Faculty of Law of MBU has concluded memorandums or agreements on cooperation with the above-mentioned organizations.

e) - Characteristics of the possibilities for social, sports, cultural, spiritual and social activities.

The Faculty of Law at MBU offers its students quality education and rich opportunities for social, sports, cultural, and spiritual activities.


In sports activities, MBU offers students the opportunity to choose from a wide range of sports clubs, represented by the Athletics Club, the Karate Club, which is also focused on other martial arts, the Judo Club, the Gymnastics Club, and the Basketball Club. In addition, there are the HOROKLUB and the TRIAN Club for students' outdoor activities, which focus on triathlon and swimming.


To realise all-around physical activities, students can also use the Sport for All Club, which offers swimming, sports games - floorball, football, volleyball, fitness, Power Zumba, country dancing, jumping, classical and sports massages. In student artistic activities, three creative ensembles operate at MBU: the University Mixed Choir Mladosť, the University Folklore Ensemble Mladosť, and the Chamber Orchestra Mladosť. Students can become a member of the civil association operating at the Faculty of Law" INSTITUTUM LEGIS BANSKÁ BYSTRICA, o.z. The association's primary aim is to contribute to the development and promotion of higher education and legal sciences, as well as to research protected interests and anti-social activities in the public and private sectors. Students of the Faculty of Law who are interested in developing their argumentation and presentation skills have the opportunity to participate in the functioning of student organizations operating at MBU, such as ELSA – European Law Students Association, which serves as an independent, non-political and non-profit organization uniting more than 35 000 law students and graduates in 40 countries around the world and more than 200 local groups, as well as the Student Parliament of MBU, whose primary mission is mainly to promote and protect the interests of MBU students, AIESEC, ESN - Erasmus Student Network, EnviroFuture, JEF SLOVAKIA, or Youth in Action. MBU students can become participants in the Duke of Edinburgh International Prize programme. MBU is the only university in the country to be the local centre for this award. Students from our university can not only become DofE participants, but they can also train in the methodology of the programme and become programme leaders. In addition to the activities offered directly by the Faculty of Law and MBU, the city of Banská Bystrica also provides a wealth of activities, with which MBU actively cooperates and regularly informs students about the opportunities through social networks and information boards in the premises of the faculty.

The Department for International Cooperation coordinates the activities of MBU in international cooperation. It provides tasks related to the organisation and development of international relations and creates conditions for the professionalisation of internationalisation at MBU. It promotes the international dimension in all areas of the functioning of MBU. The Department for International Cooperation administers all types of student and staff mobility, processes the agenda of foreign business trips, takes care of international students and staff, and establishes and maintains contacts with the global university environment.


MBU Internationalisation Strategy, defines vital principles and priorities regarding international cooperation activities and areas of interest. It sets out three main strategic objectives:

  1. Two-way internationalisation – MBU supports mobility activities of incoming and outgoing students, lecturers, and staff in all available mobility frameworks and grant programmes. In addition, it creates opportunities to generate financial resources to implement mobility within privileged inter-university partnerships.
  2. Transversal internationalisation – The presence of the international dimension in all activities, including education, science, and development of MBU, is understood because of internal institutional synergy and, at the same time, targeted cultivation of connections with privileged university partners abroad.
  3. Multilingual University – MBU actively promotes the policy of diversity, multilingualism, and openness of cultural dialogue.


To the common philosophy of all faculties, mobility is offered to every student of MBU. The criteria for mobility allocation, defined in Directive 4/2019, consider the interest of MBU to send as many students as possible on mobility in the first place and, secondly, to accommodate the interest in repeated mobility or its extension. Increasing student mobility is encouraged in the 3rd cycle of studies, where a study or research placement abroad is an integral part of most of the curricula offered at MBU.


By Erasmus Policy Statement MBU for 2021-2028, Erasmus+ will remain the main instrument supporting mobility. This programme is implemented at the level of all structural units of MBU, and its administration is subject to the internal regulations of MBU. MBU aims to participate in all Erasmus+ key actions, sub-actions, and calls as appropriate to the needs of the academic community. MBU is systematically dedicated to the rigorous administration of the Erasmus+ KA1 action, which has a long track record of delivering positive results for the University in internationalisation.


MBU is committed to promoting the automatic recognition of study results obtained in the framework of individual student mobility in Directive No.4/2019 on Erasmus+ mobility at MBU. The need to properly implement this requirement applies to studying mobility. Recognition of credits in the system ECTS is made possible by precise monitoring of mobility activities before, during, and after mobility. Before mobility, maximum attention is paid to motivating students and facilitating communication between students and host institutions so that a realistic personalised learning agreement can be drawn up for each student, considering the requirements to be met at home and the opportunities offered by the host institution. The learning agreement remains a key and binding document in the subsequent phases of mobility.


During the mobility, the Department of International Cooperation and Mobility closely cooperates with the departmental coordinators and provides ongoing support to students sent on mobility. Therefore, any possible discrepancy between the commitments defined in the learning agreement and the reality at the host institution is resolved so the student can obtain the necessary ECTS credits for the mobility period. Furthermore, the student can raise curricular discrepancies promptly so that an appropriate solution can be proposed in cooperation with all parties involved.

After the mobility, the staff of the International Cooperation and Mobility Office, in cooperation with the Study Departments of the Faculties and the Departmental Coordinators, will confirm the recognition of the ECTS credits obtained abroad.


MBU also supports the recognition of blended and virtual mobilities by current domestic and European legislation.

The aim of international learning mobility under Key Activity 1 (KA1 - Educational mobility of individuals) is personal development, improvement of learning outcomes and increased employability of students, improvement of professional competencies of staff, improvement of readiness for change in terms of modernisation and internationalisation of the educational institution and revision of quality in teaching and learning. All supported activities must have a positive and long-lasting impact on the participants and the institutions involved. 

Erasmus+ mobility under projects 103 (mobility of individuals between programme countries) and 107 (mobility of individuals between programme countries and partner countries) of key action KA1 shall be implemented based on bilateral agreements concluded between higher education institutions. In the Erasmus+ programme, each higher education institution must have a valid ECHE charter.


The organisation of individual mobilities is governed by Directive No.4/2019 on Erasmus+ mobilities at MBU. The call for mobility applications is published every year in the first half of the winter semester. Those interested in mobility apply form and a motivation letter. The application form can indicate a choice of 3 receiving institutions they are interested in. The preselection of Participants is followed by an evaluation of the submitted documents and a personal interview.

The evaluated criteria are:

  • classification (max. 40%),
  • participation in the Student Scientific Conference or another form of representation of MBU in the field of sport, art, etc. (max. 10%),
  • other activities for the benefit of MBU/Faculty/Department, including volunteer activities (max. 15%),
  • language training (max. 10 %),
  • motivation (max. 10 %),
  • preliminary study plan max 15 %.


Students choose universities where they can study their field and specialisation. Subsequently, cooperation with the Departmental Coordinators and the International Cooperation Office will prepare a preliminary study plan.

The pre-selection results are the basis for preparing the grant application, submitted annually to the Erasmus+ National Agency. Furthermore, the results of the pre-selection are communicated to the students after the grant award by the National Agency. This is followed by the practical administrative preparation phase of the mobility. This involves communication with partner institutions and the nomination of students.

The student sends to the partner institution the Learning Agreement and other documents as requested by the partner (transcript of grades, proof of accommodation provided, language certificate if applicable). The International Cooperation Office prepares the financial contract and accompanies the student in arranging insurance, housing, and travel. On return from mobility, the marks obtained for the courses taken at the host institution are entered into the AIS academic system. Courses outside the recognised compulsory subjects are entered according to the student's preference (as a mandatory elective or optional subject).


The International Cooperation Department also arranges and administers student and graduate internship opportunities. Students can complete an internship in a company or institution abroad from 2 to 12 months. Fresh graduates can also participate in training within 12 months of graduation. The host organisation can be any public or private organisation active in the labour market, except institutions and agencies set up by the European Union bodies. Traineeships are not offered through the Erasmus+ KA107 programme. After completing the application form and the selection procedure, the student will negotiate the exact conditions and dates of the traineeship with the institution they have chosen for the traineeship and terminate the Learning Agreement for the Traineeship.

The MS Office will deliver the signed Traineeship Agreement. Upon arrival at the traineeship site, the student must register any changes to the Learning Agreement for Traineeship (During the mobility section). The completed and signed Traineeship Agreement will be emailed by the student to the International Cooperation Office without delay. Upon completing the mobility, the student is obliged to deliver the confirmed Certificate of Study/Internship to the International Cooperation Office, the Transcript of Internship Results, or the Learning Agreement for Traineeship (After Mobility section). Following an email invitation, the student completes an online report via the Mobility Tool within 30 days of the end of the study. It is also possible for graduates to travel abroad for a graduate traineeship, which must take place within one year of graduation.


Thirty-seven bilateral agreements have been concluded at the faculty level and published on the website www.prf.umb.sk. Faculty of Law MBU also fulfils obligations from bilateral contracts concluded at the university level, i.e., contracts concluded through the Rector's Office of MBU. The University has concluded approximately 130 bilateral agreements; others are completed at the level of individual faculties. All deals at the university level are published on the University's website in the International Relations section.


Within the framework of the University Cooperation Agreement with Andalas University in Indonesia (in the academic year 2019/2020, the Cooperation Agreement between MBU in Banská Bystrica and Andalas University in Padang was extended), the Faculty of Law of MBU enjoys the interest of Indonesian students in the study of law every academic year.


At the level of international relations, the Faculty of Law of MBU has concluded separate agreements on cooperation outside the Erasmus+ programme, namely with Ural State University (Russian Federation) and the Law School of Nanjing Normal University (China). This participation is strengthened through international conferences and the organisation of summer law schools.


PhD students and postdoctoral fellows can apply for a scholarship through ERASMUS+ and a travel grant in connection with their planned study and/or research/artistic stay abroad within the National Scholarship Programme (from now on, also referred to as the "NSP"). The National Scholarship Programme (NSP) is a scholarship programme approved by the Government of the Slovak Republic by Resolution No. 557 of 13 July 2005. The continuation of the National Scholarship Programme was decided by the Government of the Slovak Republic by Resolution No 317 of 29 April 2009. The scholarship programme is financed by the Ministry of Education, Science, Research and Sport of the Slovak Republic. SAIA, n. o., administratively ensures the National Scholarship Programme based on a contract between the Ministry of Education, Science, Research and Sport of the Slovak Republic and SAIA, n. o. Scholarship holders of the National Scholarship Programme are scholarship holders of the Government of the Slovak Republic.


SAIA, n.o. Slovak Academic Information Agency) covers the National Scholarship Programme of the Slovak Republic and is also intended to support the mobility of international students, PhD students, university teachers, and research and artistic workers for stays at Slovak universities and research organizations. The scholarship is offered annually to the students of the Faculty of Law MBU. SAIA, n. o. provides various programmes available for the students of the Faculty of Law, e.g., the National Scholarship Programme of the Slovak Republic or the "Action Austria – Slovakia" and others.

9. - Required abilities and admission requirements for the study programme applicants
a) - Required abilities and necessary admission requirements.

Completing a master's degree in the law study programme is essential for admission to doctoral studies in the full-time and external form. The entrance examination is conducted before an examination board appointed by the Dean. 

The entrance examination shall be oral. A candidate for doctoral studies must demonstrate knowledge, skills, and abilities in the field of study of law, as well as the content, methods, and expected results of the dissertation. In addition, the examination board shall ascertain the applicant's interest in the study programme and interest in science and shall consider the results of the master's studies. On the recommendation of the Chair of the Examination Committee, the Dean decides on the candidates' admission. 

For admission to doctoral studies in both full-time and external study, the following is considered:

  • a graduate of a master's study at another law faculty is obliged to submit the value of the weighted study average from the master's study as an attachment to the application form, as well as a transcript of the results of the master's study;
  • the admission interview before the examination board.
b) - Admission procedures.

The admission procedure at the Faculty of Law of MBU is governed by the Study Regulations of MBU and the Study Regulations of the Faculty of Law of MBU, which are published on the website: https://www.prf.umb.sk/studium/informacie-pre-studenta/studijne-predpisy/poriadky.html.

The admission procedure for doctoral studies (both full-time and external) is based on a duly submitted application with an entrance examination. The deadline for submission of the application form is June 30, 2022.


The admission procedure for each level of study begins with the faculty's acceptance of the application form. Only one form of study shall be indicated on the "Application for Studies at the University" form. However, if students are interested in both forms of study, two applications must be submitted, i.e., one for full-time and one for the external form of study. The application fee is paid for each application form. The application may be submitted electronically. If the applicant cannot submit an electronic application, they can send the application in paper form to the address of the Faculty of Law MBU, Komenského 20, 974 01 Banská Bystrica, within the deadline for submission of applications for the respective degree of study. The application fee is non-refundable. In case of a paper application, a copy of the proof of payment of the application fee (bank statement, internet banking statement) must be pasted on the 3rd page of the application form. The application fee must be paid by bank transfer by the applicant or their nominee no later than the last day the application form can be sent. An application for admission to study without payment of the admission fee in the prescribed amount will not be accepted. The faculty does not confirm acceptance of the application. Faculty of Law MBU does not require a medical certificate of medical fitness for university studies; we accept applications without a medical certificate. Listing high school subjects and grades or matriculation exam subjects and grades on the application form is unnecessary. If the application is submitted in paper form, the applicant's handwritten signature must appear on page 3. The application form for doctoral studies (3rd level) includes the following: a) a structured curriculum vitae; b) certified photocopies of documents certifying completion of the master's degree in law (university diploma, state examination certificate, diploma supplement, language diplomas, if applicable); c) averages of academic results for the master's degree; d) a list of published (e.g., books, articles, handbooks, etc.) and unpublished professional and scientific works (e.g., expert reports on these works and other relevant documents, e.g., diplomas from the ŠVOČ conferences, evidence of professional courses attended, etc.); e) a framework project on the topic of the dissertation in the scope of approximately five standard pages (the topics of dissertations are listed on the website of the Faculty of Law in the section "Doctoral studies"); f) a receipt of the application fee.


If the applicant submits an electronic application, they shall submit the documents included in the application in paper form to the Study Department of the Faculty of Law of the MBU no later than on the day of enrolment. Otherwise, they will not be enrolled in the study. An applicant for studies at any level which fails to prove the fulfilment of the primary conditions for admission to studies at the time of verification of completion of the conditions for admission may be admitted to studies conditionally if they are obliged to prove the fulfilment of the basic requirements for access to studies no later than on the date set for enrolment in studies. Pursuant to Article 39 of Act no. 422/2015 Coll. on Recognition of Documents on Education and on Recognition of Professional Qualifications and on Changing and Amending Certain Laws, applicants for studies who have completed a previous degree abroad are obliged to submit recognition of a document on education obtained outside the territory of the Slovak Republic. The accepted applicant must submit the decision on the recognition of educational qualifications no later than on the day of enrolment. The application deadlines and admission conditions for foreign applicants are the same as for applicants from the Slovak Republic. The Tuition Fee Directive regulates the tuition fees for the relevant academic year.


By Section 100 of Act No.131/2002 Coll. on Higher Education and on Changes and Supplements to Some Laws, as amended, and Decree No.458/2012 on Minimum Requirements for Students with Specific Needs, the Faculty of Law of MBU in Banská Bystrica creates appropriate study conditions for full-time and external students with specific needs, considering their special study needs, without reducing the requirements for study performance. Persons with needs are people whose physical or mental abilities limit their functioning in everyday environments and situations. Therefore, the status of student with particular needs is granted to the student: (a) with sensory, physical, or multiple disabilities (visual, hearing, motor, fine motor impairments); (b) with a chronic illness (cystic fibrosis, epilepsy, asthma, multiple sclerosis, diabetes mellitus, organ or tissue transplantation, cardiovascular disease, neurological disease); (c) with a medical condition (after a long-term illness, in recovery, with reduced resistance to disease or a tendency to relapse); (d) with a mental illness; (e) with autism or other pervasive developmental disorders (e.g. (f) with learning disabilities (dyslexia, dysortography, dysgraphia, dyscalculia, etc.).


Before applying for university studies, it is necessary to: 1/ Consider preconditions and prerequisites for study at the university in terms of a) knowledge level; b) technical and personal readiness and motivation; c) demands on the content, scope, and form of study; d) conditions offered by the faculty; e) limits resulting from disability. 2/ Contact the faculty coordinator for students with specific needs. 3/ Submit a report from a specialist - a doctor, psychologist, speech therapist, school psychologist, school speech therapist, or special educator (for more information, see the Guide to Study for Students with Specific Needs at Matej Bel University in Banská Bystrica). 4/ Apply for a modification of the form and method of the entrance examination with appropriate professional documentation listing the applicant's specific needs (if the entrance examination is part of the verification of the applicant's ability to study). The applicant makes the final decision to study the chosen study programme. By making this decision, the applicant assumes responsibility for any risks of not being able to continue their studies. c) - Results of the admission process over the last period.

Admissions for the academic year 2021/2022: This year, the planned number of students was 1 for the full-time doctoral degree. A total of 5 applicants applied for the full-time form doctoral degree at the Faculty of Law of MBU; 1 was admitted, and 1 student was enrolled in the first year of studies.

10. - Feedback on the quality of provided education
a) - Procedures for monitoring and evaluating students' opinions on the study programme quality.

The procedures for monitoring and evaluation of students' opinions on the quality of the study programme are regulated by Directive No. 2/2022 Rules for Evaluation of the Quality of Education at Matej Bel University: https://www.umb.sk/univerzita/univerzita/vnutornysystem-kvality/usmernenia-a-zakladne-vnutorne-predpisy-vsk-umb/.


Quality assessment of higher education at MBU is usually carried out as follows:

  • evaluation of the quality of teaching and teachers of the study programme by students after completing a compulsory or compulsory elective course,
  • evaluation of the quality of the provision of the study programme and other support activities by students no later than the day of the state examination,
  • the assessment of the quality of the study programme by graduates who have completed at least one year since the regular completion of their studies,
  • evaluation of the quality of the study programme by other interested parties.


The evaluation of the programme's quality of teaching and teachers includes all compulsory and compulsory elective courses that the student has enrolled in and completed in a given semester of the academic year. The quality of teaching and teachers of the programme may also be evaluated in the case of elective courses if such evaluation is appropriate and can contribute to improving the quality of the education provided. 


The evaluation of the quality of teaching and teachers of the programme shall be carried out in physical or electronic form, with a rating scale of 1 being the best rating and 5 being the worst rating, with a minimum range of question areas to be evaluated as follows:

  • At the beginning of the semester, the teacher clearly articulated the course completion criteria and adhered to them.
  • The teacher respects the established timetable.
  • The teacher continuously ascertains the level of knowledge of the students.
  • The teacher guides students to work independently and to think creatively and critically.
  • The teacher motivates students to deepen their knowledge of the subject.
  • The teacher stimulates students' interest in the subject, e.g., with up-to-date information from practice.
  • The teaching process encourages professional and open discussion.
  • The teacher assesses students objectively.
  • The teaching process convinces me that studying the course is worthwhile.


The subject of the evaluation is the quality of teaching and the teacher's pedagogical competence level. The assessment of the quality of the provision of the study programme and support activities shall take place at the latest on the day of the state examination, with the minimum range of areas to be evaluated being as follows (evaluation scale from 1 to 5):

  • The suitability (composition) of the subjects constituting the study programme about the declared profile of the graduate.
  • Logical sequence and continuity of courses.
  • The content of the study programme responds to current knowledge.
  • Possibility of choosing compulsory elective subjects developing professional profiling.
  • Opportunities to study professional subjects in a foreign language.
  • The quality of the study department's services in providing information and assistance to students through counselling activities.
  • Availability and use of the Internet and computer technology.
  • Availability of recommended study literature in the university library.
  • Material and technical facilities for studies: classrooms, study rooms, material, and specialised facilities for students with specific needs.
  • Possibility of completing part of the studies abroad.
  • Information on the conditions and course of study of the study programme.


Feedback on the assessment of the quality of the study programme by graduates is usually conducted electronically, at least once per standard length of study, and it is recommended that the assessment of the quality of the study programme is performed by graduates who have completed at least one year since their regular graduation. The subject of the evaluation shall be the programme of study concerned and the level of fulfilment of the learning objectives of the study programme discussed from the graduates' point of view.

b) - Results of student feedback and related measures to improve the study programme quality.

The results of student feedback are posted on the faculty website according to the assessment of each area. Feedback results are discussed at two levels:

  1. Discussion on the results and action at the departmental level: each senior staff member is required to communicate the quality assessment results to the university teachers to whom the assessment applies. If a step is to be taken to improve quality, the action must be specified in the departmental meeting minutes.
  2. Discussion on the internal quality system's results and actions taken by the faculty body. The quality assessment results shall be discussed at the meeting of the faculty body for the internal quality system.


If poor quality is identified, the Faculty Council for internal quality management system will oblige the Dean to take adequate measures. The Internal Quality System Council meeting minutes of the Faculty of Law MBU are published at the Council for the internal quality management system of the Faculty of Law MBU. Quality feedback is also provided as a continuous improvement process within the quality policy at MBU, where any interested party can make suggestions for quality improvement.

According to the procedures set out in Directive 2/2022, the quality of the study programme is also evaluated through the following statements as rated by the graduates (rating from 1 to 5):

  • The graduate performs work related to the graduate study programme.
  • Graduation from the study programme should also be recommended to other candidates.
  • Teachers of the study programme are interested in working with the graduate.
  • The faculty also provides follow-up educational activities to broaden knowledge in the study programme.


In addition to these areas, other areas related to the programme of study are assessed by graduates of the programme of study:

  • The suitability (composition) of the subjects constituting the study programme for the declared profile of the graduate.
  • Logical sequence and continuity of courses.
  • The content of the study programme responds to current knowledge.
